Synopsis

The empire issued a plan with teeth painted on. They issued a boat. Night, tar dock, a sergeant who cannot fish, a woman who can and would like that on the record. Cynical? The fish are the only honest department left.

In the net: a smiling puppet that used to be policy. She throws it back. The city stays lit, which is none of their business now.

Extended sequence

Lanterns hang like bats that unionised. What drifts toward the towers has no face. They almost smile. Then they row, because smiling is how the plan got them last time.

Figures in the frame

The sergeant — muscle, no technique, finally useful. The woman — the only competent civilian in a military joke. The puppet — a grin looking for new orders and not finding any.
